Can't believe this had gone unnoticed for so long. The grates between the exit gate and sim labs has been removed.
Gl-Ube can now be beaten, as prior the grates prevented the second red keycard from being transferred from the sim labs to the exit.
So sorry to those who were unable to beat the game due to this issue
